In view of the deteriorating law and order situation in Punjab, a need was felt to train and raise a special combat outfit within in Punjab Police. This outfit was to be called the EPF and deployed to operate in anti terrorist and anti-dacoits role, peculiar to Punjab Province.

After completion of a successful training syllabus the trained force moves to its area of responsibility in a particular Range or district. However, it is of utmost importance that the detailed Instructions / drills and procedures are known to senior police officers of that area in order to accrue the maximal benefit from the use of the Force.

The Elite Police Force was to be trained in anti terrorist and anti dacoits operations on modern lines. They were to be provided all the practical training possible for operations in urban and rural areas of Punjab.
